Crossovers as policy challenge

New connections and linkages are the essence of network society. Lines of development - in culture, the economy, knowledge institutions - no longer move in parallel, but they create new junctions, connections and crossover zones. As the emergence of 'creative industries' shows, much of the succesful innovations lie at these crossover, where differerent domains, knowledge fields and institutions connect and interact. Crossovers then are the key to innovation in the development of creative cities and in knowledge society at large. For the public  policy agenda this implies that the core of our innovation strategies is to be located at places where those different cross-overs can evolve. This applies both to finding (new) links between the domains of culture and economy, as well as for the development of creative cities in knowledge society.  The policy challenge is how to design the conditions and strategies that allow such creative crossovers and linkages to emerge.
